Profile of the Deputy Commissioner

The following is a career profile of Alan Eastwood, appointed Deputy BC Ferry Commissioner effective September 30, 2004, for a six-year term.

Mr. Eastwood holds a BA in Economics from Concordia University and an MA in Economics from Simon Fraser University.  He has experience in both the public and private sectors.

From 1976 to 1995 he served in British Columbia’s Finance Ministry, initially as an economist. As Director of the Fiscal and Economic Analysis Branch he and his staff were responsible for:
  • fiscal forecasting, including provincial budget forecasts and monitoring the provincial budget;
  • preparation of material relating to the province's finances for credit rating agencies and borrowing prospectuses;
  • some government financial publications, including financial and economic review, quarterly financial reports and material for the annual Budget;
  • representing the ministry at federal-provincial meetings on economic and fiscal issues, including fiscal transfers; and
  • analysing a wide range of issues relating to the finances of the province and Crown corporations.

    Later, he served as Director, Tax Policy Branch in the same ministry. He and his staff were responsible for:
  • providing advice on tax policy issues to the Deputy Minister and Minister of Finance;
  • representing the Ministry at federal-provincial meetings on tax policy issues;
  • preparing legislation on taxation issues; and
  • managing and dealing with public and representative groups on wide range of issues.
  • After retirement, for several years Mr. Eastwood was chairman of the Mineral Tax Review Board, a quasi judicial body dealing with appeals against provincial mineral tax assessments.

    Prior to 1976 Mr. Eastwood worked in the private sector as Manager of Treasury Department for Canadian Cellulose Co. Ltd in Vancouver.  Earlier, he was employed in cost and financial analysis positions with large manufacturing companies (steam generating equipment and chemicals) and with Expo '67.  He also worked in the United Kingdom in various accounting and statistical positions, including publishing and electricity supply.
