The Commission analysed BC Ferries’ annual reports on the sailings it delivered in the first two years of the Coastal Ferry Service Contract, comparing round trip cancellations in FY2004/5 to 2003/4. Some observations are: • Overall, there were 620 fewer round trip cancellations in 2004/05 than 2003/04 • There were 540 fewer round trip cancellations due to labour disruption in 2004/05 • The 66 round trips cancelled in 2003/04 due to a fire on the Queen of Surrey were avoided in 2004/05 • Cancellations due to weather were virtually the same year over year • There were 41 more cancellations in 2004/05 due to vessel mechanical problems, mainly on Route 30 (Tsawwsassen – Duke Point) • There were 48 fewer cancellations in 2004/05 for “other reasons” such as vessel maintenance, dock maintenance, etc mainly from a reduction on Route 30 (Tsawwsassen – Duke Point)
The service fee impact of cancelled round trips in 2004/05.
Some observations are: • The total service fee value of the cancelled round trips was $487,336 • Service fees are paid for cancellations resulting from causes defined as “force majeure” or described in Schedule A of the Coastal Ferry Services Contract. The value of the 161 round trip cancellations falling under these provisions was $434,334. • The service fee value was $53,002 for 60 cancelled round trips not resulting from causes defined as “force majeure” or described in Schedule A of the Coastal Ferry Services Contract.
BC Ferries sails unscheduled extra round trips at its discretion when traffic warrants. In 2004/05 BC Ferries reported a total of 1,318 extra round trips. The estimated number of extra round trips in 2003/04 was 1,087.
